Chat-n-Chat: Denial of automatic promotion to AAO's cadre

Like 220 case I had partnered Sri KV Raman kutty in filing a 

writ in the Kerala High Court against the denial of automatic 

promotion to the cadre of AAO during 1967. LIC changed the 

rules regarding automatic promotions wef 31st March 1966. 

There were 6 employees from south zone and Mr PP Ketrapal 

from North zone. Mr Ketrapal was promoted automatically 

with effect from 1-4-1966. We were denied in South Zone. Our 

advocate was Mr VR Krishna Iyer, who went on to become 

Judge of the Supreme Court. To cut short elaborate details I 

give beow a gist:-

1. Sri Iyer charges only Rs.800 as his fee. He told his junior Mr V Sivaraman Nair No more fee should be collected from us. (Mr Sivaraman Nair was also elevated as Judge of the Supreme court.)

2. After Promotions during 1969 only three were left out, we two and Sri HP Panduranga Kamath from Udipi.

3. There was usual tactics by LIC, there was a silver line as Mr TA Pai took charge as Chairman. During his visit to Trivandrum I sought an interview with him. He readily granted the interview. Mr Pai asked me how many people are affected by the anomaly. I said three. He asked me who is the third person and I gave the name.

4. Fews days later Our advocate called us and informed that LIC is prepared to promote wef 1-8-70" Do you agree". He also indicated it is better to agree as other the case will be prolonged and may reach supreme court.


We found it difficult to go to cochin to brief, think of going to 

Delhi? We agreed to the suggestion. Along with us Mr HP 

Kamath was also promoted, although he was not a party to the 

writ. Mr Ramankutty expired in 1989 and I retired during 

1994 in the cadre of DM.
