Respected Sh. Narendra Modiji,
Hon’ble Prime Minister of India,
Sir,
Re: LIC PENSIONERS ARE CRYING FOR JUSTICE FOR THE LAST  ABOUT 20 YEARS
At the outset, as an octogenarian and a pensioner of LIC of India, I seek your pardon and request the PMO to please do not set aside this appeal merely on the ground that the matter is sub-judice (lying pending in Supreme Court), as through this petition I am requesting the Hon. Prime Minister (our beloved Pradhan Sewak) to save,  from the long drawn litigation and wastage of public money time and energies, LIC of India, Ministry of Finance - Govt of India  and thousands of senior LIC pensioners who have been incurring crores of rupees and spending time and energies at the cost of their health & families for the last about twenty years  to seek Revision of their Basic Pension also as and when there is and had been periodical wage revisions of in service employees.
I hasten to add that basic pension of Central and State Governments pensioners are revised on every pay revision by Central Pay Commission. Recently demand of OROP of armed forces has also been accepted by the Government under your command.
LIC of India is owned by the Central Government and accordingly we the LIC pensioners &  in service employees are the Subjects of the Central Government, and then why there is discrimination with LIC pensioners on this count (revision of basic pension also on every pay revision of in service employees).
At the time of my retirement in the year 1994, my basic pension in the scale of a Divisional Manager was fixed at Rs. 5188/- and the same basic pension of Rs.5188/- is being paid to me for the last 23 years though there have been  Four wage revisions  of LIC existing employees and Fifth is  due in 2017.  An employee retiring today in the same scale will get a minimum basic pension of Rs.43,250/- (will be more with 2017 wage revision) against mine of Rs.5188/- only.

Sir, see the glaring anomaly and difference and the discrimination, which must be removed.

You have always been against discrimination and infringement of the fundamental rights of any section of the society, and are bestowed with official  powers and strong will to end this long drawn legal battle also by directing your Ministry of Finance to allow LIC of India (who had asked for Government approval in this regard as back as in 2001 through a LIC Board resolution), to revise basic pension of LIC pensioners retrospectively as and when there have been periodic wage revisions of existing employees.
LIC of India, whose solid foundations were laid by the retired employees, is the biggest and largest financial institution of the country feeding the treasuries of Central Government with thousands of crores of rupees every year against a meager Capital investment of FIVE crores only in the year 1956. And LIC has sufficient funds to pay the revised pension retrospectively.
Sir, in view of the fact that during the  past 20 years of legal fight thousands of the pensioners have left for their heavenly abodes without tasting fruits of justice and thousands are in December of their lives, it becomes  the moral duty of the Governments to eradicate such glaring discrimination and restore fundamental rights of their subjects without any further delay, as due to the apathy of the previous Governments and in built intricacies of our legal system we the seniors/super seniors are languishing in the unending legal fight.
It is pertinent to mention Sir, that after the 2014 elections historic win a number of prominent elected members who are now holding very high positions, including a number of Cabinet Ministers in your Government have been  appreciating our claims as there has been  admittedly a case of discrimination and infringement of fundamental rights, and assuring us to get our legitimate, genuine and just demands of Revision of Basic pension also on every wage revision of in service employees, fulfilled.
You Sir, as Head of the Central Government, can put a happy end to this unnecessary long drawn legal fight and save both the Government/LIC and the old pensioners of heavy pecuniary losses besides mental tension and harassment, by ordering LIC of India to pay revised pension retrospectively as requested above.
Soliciting the favour of an early action.
With profound regards,
H K Aggarwal,
