What I wanted to convey in the matter of DR discrimination was the need to extend the benefit of 100% DR neutralisation to pre-Aug.97 pensioners also by amending the rules with effect from 1-8-1997 and therefore the question of payment of arrears to employees etc. will not arise. My post was not clear on this and I feel sorry.
Regarding the scope of Rule 3A, if full upgradation could be secured, all pensioners will be happy as that will benefit all.
Regarding DR formula under Rule 1 & 2, we had enough exchanges during September 2015 and I don't want to repeat them here. Interested pensioners may view them from PC Archives.
