B Ganga Raju: Bureaucracy, is it really apolitical? Bureaucrats are conditioned to serve their political masters. If any honest one wants to go by the law of the land he would be shunted away.Whenever there is a change in regime, just see how many top bureaucrats are replaced with choice officials of the ruling party.After retirement donot we find bureaucrats joining this or that political party?The system determines who would serve it.
