What about litigation by the Government ?

I refer to the Post in PC on the above subject. Going by the report -
"to put in place legal provisions and remedies to cut down the staggering number of litigation against the government" -.

It will be a skewed approach if the exercise is limited to frame the Policy on litigation against the Government.

What about litigation BY the Government?
