Shri MSM is cent percent -100%- right. The sad and deplorably bad experience of the pensioners, seventy and plus year old in particular for the last one and half decade is a telling reality, a commentary. All of them have been subjected to inconceivable ill treatment by both GOI and LIC.
The surviving Pre-August,1997 employees numbering few thousands - retired during 11 years and 7 months period 01-01-1986 to 31-07-1997 are the worst sufferers. Their number is reducing at accelerated rate. Their count is dwindling - both in the sense of number and importance - the latter is used for fun, not (necessarily) so, the Elders by and large still command respect! The Leaders may provide the figure of pensioners/ family pensioners as on 01-08-1997 and the number of pre-August,1997 pensioners/ family pensioners as on 31-03-2014 or the latest available data.) These few thousands are the most neglected beleaguered lot of LIC with undying hopes of ostensibly bleak prospects of getting 100% DA/DR and updation despite the fact all those retired during last 16 years and 9 months period from 01-08-1997 to 30-04-2014 and retiring on a subsequent date do get 100% DA/DR. What a cruel joke of justice between pre and post August,1997 pensioners!?
LIC Pensioners Chronicle also carries in its Blog the developments elsewhere in regard to pensioners of GOI. Banks including RBI. In a recent article posted in LICPC, it has been stated that the RBI pensioners and family pensioners are going to get updation of pension. The GOI has accorded RBI in principle approval for updation of pension subject to fulfilling/on certain conditions.
The United Forum of RBI - of four Associations / Unions reportedly striving hard - they had gone on two days strike, hold demonstrations (silent morchas) at the Bank's offices where the Bank's Board Meetings are held - all for the cause of their senior pensioners, for updation of pension. The leaders of the United Forum and also the leaders of Reserve Bank Retired Employees' Association meet the Top Management, the CGMs, EDs, DGs concerned and the Governor. All the past Governors were and the present Governor Dr.Raghuram Rajan is sympathetic and appreciative of the pensioners' demands and all of them have taken all possible sincere steps including interaction with the officials of GOI and the FM.
The pensioners of RBI have achieved 100% neutralisation in DR, the Family Pension -30% of 'enhanced' basic pay of the deceased spouse, among others. The pensioners are very much hopeful of getting pension updation may be from 01-11-2012, in couple of months. All the pre-1997 pensioners of RBI have got updation of pension as per 01-11-1997 scales of pay during the tenure of Governor Dr. Bimal Jalan.
It was contested by the MOF, GOI. The pre-1997 pensioners continue to get updated pension as of Nov. 1997 pay as the Bombay High Court has stayed the order of GOI. It is up to RBI pensioners to go/not go to court to get pension updation retrospectively from 01-11-2002 pay revision, updation along with revision of scales of pay once in five years.
I wish, we all pensioners wish that the SERVING EMPLOYEES and their UNIONS extend their help, their might for the cause of their seniors, struggling to get their rightful dues for last sixteen long years. The updation of pension and 100% DA/DR are reasonable demands of the senior pensioners. We, pensioners, do believe that the working employees do appreciate that the demands are genuine, just and not at all unreasonable compared to the position in GOI and RBI.
The working employees may do their best that they can do for the good of their seniors. The updation of pension, once introduced in the LIC, is going to be a boon, a blessing to future pensioners as well.
The leaders of all Associations/Unions may meet the Chairman and other Executives more frequently and unitedly - on common issues. The Chairman and other Executives may play proactive role, use their good office with GOI/MOF officials and the FM etc. to get resolved two long pending issues of 100% DA/DR and updation of pension at the very earliest. The entire class of pensioners are grateful to serving employees, leaders of serving and the retired employees unions/associations to the Chairman and other Executives in anticipation of very fast action and fruitful outcome.
