I have read the uncivilised comment of Shri HK Aggarwal regarding my meeting with the Secretary (FS) in the Ministry of Finance. If anyone would have tried to get an appointment with the highest deciding authority, they would know how difficult it is or how impossible it is. One should have tried to get such an audience before commenting on my earnestness for the cause of retirees. For me the surprise was that the PA telephoned to me a few days before the appointment to confirm it, the Secretary was in his cabin as early as 9 AM, he did not to make me wait, was kind enough to give a patient hearing and ordered on the spot for status. My fervent appeal to him was to do something for the pensioners who are waiting for relief for years together, notwithstanding the several appeals that the Govt has filed in the Supreme Court. I came out with a satisfaction of having built a good rapport with the decision maker.
Everyone can dissent but the way that one writes must be civilised particularly on the action taken by other organisations. It cannot be derogatory or condemnable or provocative for defamatory action. We are not in politics but are in social service for the group of hapless people who have no voice of their own individually. I wouldn't stoop to his level to fan hatred. Their callous statement deserves neither reply nor point by point elucidation. Pensioners, the erstwhile in-service officers, save a few like the critics (who only know to criticise others) kindly know for themselves my tireless work irrespective of whether they speak the truth now or not.
If my representation to the most powerful bureaucrat is 'begging', people should not have represented at all to management or government for anything and at anytime as the Court alone will remedy the situation in terms of their thinking. For that reason, can they promise that they would not meet the management or government for anything in future?
On the much propagated point-point revision on which I agree that a good number of pensioners have been misled, I would not say anything as the matter is sub-judice. However, with the donkey's experience of 24 years in the bar of a High Court, I hold my own view how far the Jaipur order of 2010 will redeem the pensioners in this behalf. Even assuming without admitting that the SC grants the benefits as propagated and as expected, many pensioners not excluding myself will miss the same in our lifetime.
I had been responsible to bring DA linked salary structure to Officers besides a couple of general revisions, not to speak of host of benefits in the 18 years as the General Secretary of the in-service Offices Federation. Even the automatic, cost linked DA followed the (Ad hoc) Adjustment Allowance starting with a hundred rupees in late 60s which the older retirees only can recollect (this is one reason for our demand of immediate demand of Ad hoc payment). Multi-pronged strategy and phased approach will alone work. Many of us will live to see the reality of what I state now.
There is a widespread wisdom to be patient after having run over years. If still people can get the wholesome benefits from the court, I will be equally happy that some of us and our posterity will benefit. Many may not know pensioners in TN State went to court against the arbitrary cut off date, the same issue that we are fighting for, and won the case in the Apex Court. Their strength was 8 lakhs on Day-One but the beneficiaries are halved to 4 lakhs now when benefits are implemented. Time is the essence; we need to pluck the low hanging fruits and constantly try for the top ones. I hope and pray that the misleading propaganda should end soon.
