Fifth Central Pay Commission effective from 1-1-96 granted 100% D.A. to their pensioners. Earlier to this it was only 50%.
LIC granted 100% D.A. to its pensioners from 1.8.97 taking a cue from 5th Pay Commission but denied the same to earlier pensioners, intentionally or unintentionally.
So 100% D.A. to LIC pensioners earlier to 1.8.97 can take effect from 1.8.97 only and not from their dates of retirement because discrimination arose from 1.8.97 only. This is my opinion.
