"Out of court settlement" - idea of sheer desperation


I HAVE READ A SUGGESTION FROM SOME PENSIONER THAT " LET US HAVE OUT OF COURT SETTLEMENT ".   I FEEL THAT THIS SUGGESTION CAME TO BE SHARED OUT OF DESPERATION AND WITHOUT KEEPING IN MIND THE DICTATORIAL BEHAVIOUR OF LIC CHAIRMAN. LIC CHAIRMAN IS NOT FOR ANY BENEFIT TO PENSIONERS WHEN THE RAJASTHAN HIGH COURT ALREADY SETTLED THE ISSUE BY COMMON ORDER ON 12-1-2010. SUPREME COURT CONFIRMED JUSTICE BHANDARI'S ORDER . REFUSED STAY .STILL LIC CHAIRMAN CONTINUES TO DEFY.
THE OFFER OF 20 % INTERIM RELIEF BY SC IS ITSELF A DIRECTION FROM SC. LIC CHAIRMAN HAS ACQUIRED MASTERY ON TWISTING THE ORDERS OF SC. BECAUSE THE PETITIONER REFUSED TO SEEK CLARIFICATION OF THE ORDERS DT 7-5-15;7-9-15 THE OFFER WAS DROPPED AND 41000 PENSIONERS LOST THE GOLDEN OPPORTUNITY TO ESTABLISH THAT THE SC IS IN FAVOUR OF GRANTING BOTH BENEFITS ( 100 % neutralisation and upgradation of basic pension ) when LIC CHAIRMAN IS ONLY FOR VIOLATION,  HOW DO U EXPECT FROM HIM ANY OFFER.

LIC CHAIRMAN IS NOT IN TALKING TERMS WITH PENSIONERS. SO THE EXPECTATION OF OUT OF COURT SETTLEMENT IS UNTHINKABLE . IF AT ALL ANY SUCH OFFER IS THERE THE SC IS THE PLATFORM . WE HAVE TO WAIT TILL SC FINAL ORDERS
