Arrears payment as per SC orders

My friend Sh Narayanan Retd DM 1995 informed me today that Ernakulam Divn has credited his a/c with Rs.41000+ yesterday as arrears with no details.

He is a member of GNS group. But officers who are not members of GNS have not received payment so also family pensioners (officers who died recently). Is not discriminatory?
